INTERNATIONAL WORKFORCE LEASING
Since 2017, Pannonjob has been employing foreign (non-EU, neighbouring third-country) workers. Over the past years, the number of Ukrainian leased employees provided by our company has averaged around 1,000 annually.
A major milestone in our company’s history was achieved on November 11, 2021, when Pannonjob obtained the “Qualified Employer” certification. This recognition has enabled us to leverage our extensive experience with Ukrainian workforce leasing and expand our services to include employees from additional countries — helping our partners address the growing challenges of workforce shortages.
Currently, companies that hold a “Qualified Employer” or “Qualified Lessor” status are authorized to employ workers with guest worker residence permits from the following countries: The Philippines, Georgia, and Armenia, and — with national work cards — Ukraine, Bosnia and Herzegovina, North Macedonia, Belarus, Moldova, Montenegro, Russia, and Serbia.
From this list, Pannonjob currently leases employees from the Philippines and Ukraine.
As an active contributor to the development of the Hungarian labour market, Pannonjob is a founding member of the employers’ association representing Hungarian companies employing Filipino workers. We also closely monitor legislative changes to ensure full compliance with the law and to provide the most effective and lawful employment solutions to our partners.

OUR SERVICE INCLUDES
Regardless of nationality, for any workforce that can legally be employed under the current regulations, Pannonjob provides a comprehensive end-to-end service package for both partners and employees, including:
- Recruitment and selection, managed in cooperation with our subcontractors and/or internal team, with the client’s involvement
- Full coordination and management of the accreditation process (for Filipino employees)
- Complete administrative support, including communication with authorities, obtaining permits, biometric data registration, etc.
- Travel arrangements for both arrival and return
- Accommodation organization and management
- Transportation to and from work (e.g. shuttle services), if required
- Pre-arrival preparation and integration support for both the employer and the employees
- Welfare officers for the Philippines (Tagalog and English speakers) and Ukrainian or Russian-speaking coordinators for Ukrainian employees (currently, 20 interpreters support these activities at Pannonjob)
- Continuous communication with employees, including on-site office hours at workplaces and accommodations
- Regular satisfaction surveys and fluctuation monitoring
- Intercultural cooperation training for receiving companies’ staff
- Access to general practitioner services and assistance with medical issues
- Administrative, banking, and social support, as well as participation in community-building activities such as family and sports days, holidays, religious observances, integration programmes, and charity events
